IMPLEMENTATION OF MOVCD-NER IN MIZORAM

Realizing the potential and benefits of organic farming and to improve the economic condition of farmers in the country, Government of India is promoting organic farming through the dedicated scheme called Mission Organic Value Chain Development for North Eastern Region (MOVCDNER) under National Mission for Sustainable Agriculture (NMSA) since 2015-16.

Under MOVCDNER, assistance is provided to the farmers in a value chain mode starting from formation of Farmers Producer Organizations (FPOs), on/off farm input production, supply of seeds/ planting materials, post-harvest infrastructure including collection, sorting, grading facilities, establishment of integrated processing unit, refrigerated transportation, pre-cooling/ cold storage chamber, branding, labeling and packaging, etc.

This scheme is implemented through State Governments at district and village level depending on the interest of the farmers. MOVCDNER scheme is implemented in the States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura since 2015-16.

Formation of State Level Executive Committee (SLEC):

As per MOVCD-NER guidelines, on 18th February, 2016, SLEC Committee was formed.

Formation of State Lead Agency:

State Lead Agency Mission Organic Mizoram (MOM) formed on 29th February, 2016.

MOM Officers & Staff:

The leading agency of MOVCD-NER in Mizoram, Mission Organic Mizoram (MOM) originally constitute of 2 Officers and 9 Staff. At present, there are 6 Staff holding different posts with unique set of skills. The MOM team is led by two respectable officers from the department designated as Mission Director (MD) and State Coordinator (SC).

Selected District:

Aizawl, Lunglei, Champhai, Kolasib, Serchhip & Mamit for Phase-I & II. Lawngtlai & Siaha are also included recently for Phase-III.

For Phase-I & II, there were 14 FPOs out of which 10 are upgraded to FPC successfully. And for Phase-III, there are 16 FPCs (12 FPCs from ICCOA & 4 FPCs from Clover) as shown in the following table :-

Main Crop

Turmeric: Among the spices crop, turmeric being a short gestation crop, is an ideal crop for the poor farmers and doing well in Mizoram. Turmeric in Mizoram is one of the best quality in India with high Curcumin content i.e. 4.5% - 5.5%. The variety that has been produced in Mizoram are RCT-I, local variety and along with other popular varieties such as Lakadong.

Expected Yield: 5,500 MT


Ginger: As an indispensable culinary spice, ginger is cultivated in many parts of Mizoram and has been a good source of income for farmers. Harvested ginger is sold not only within the state but also outside of it. Ginger in Mizoram is having high pungency and high longevity. Mizoram land raises of Ginger - Thingpui & Thinglaidum has received  G..I tag recently and is being cultivated organically and ready for export.

Expected Yield (in fresh): 8,968 MT

 

Mizo Chilli: Mizo Chilli is already G.I, small in size and very high pungency, more number of seeds, best suited for the snacks industry (more than 200,000 SHU). One of the hottest chilli in the world, it is small in size and green in colour which turns red on ripening. They are eaten as chutney, pickled, or as roasted dried and ground flakes. As the demand is high, the market is good and has been a good source of income for the farmers.

Harvesting period- November to February
Total Area covered: 7160 ha
Expected Yield (in fresh): 57,280 quintals.

 

Tea: Darbilhi Oxthodox Tea Processing Unit with a capacity of 320 kg made tea was established and commission on 14th September, 2018.Tea cultivation in Darzo, Lunglei District and its surrounding villages was started since 1920’s where the British army settled and signed peace accord with the village Chief Mrs.Darbilhi. China Type varieties are planted in these areas where no chemical fertilizers, no pesticides and weedicides are used since then. Tea bushes have thrived very well and healthy. Organic Orthodox Tea, traditionally made tea and green teas are being produced.

Expected Yield: 400 quintals of Organic Tea.

 

Service Provider/Certifying Agency/Entrepreneurs: Mission Organic Mizoram have engaged different companies/entrepreneurs for the success of the scheme at different levels as shown below

  1. Clover Organic Pvt. Ltd., Pritam Road, Dehradun as Service Provider of ICS management, documentation, training of farmers, etc.
  2. Ecocert India Pvt. Ltd., Gurgaon, Haryana as an Organic Certifying Agency
  3. GreenCert Biosolutions Pvt. Ltd, Pune, Maharashtra as an Organic Certifying Agency for 12 FPCs of Phase 3.
  4. State Agricultural Management & Extension Training Institute (SAMETI), Mizoram as Resource Institute for all FPOs/FPCs
  5. Angel Business Promoters of Mizoram, Sikulpuikawn, Aizawl  as Service Provider to develop market linkage, preparation of business plan, upgradation of FPOs/FPCs
  6. One Organic Partnership, Sikulpuikawn, Aizawl to establish Integrated Processing Unit, brand promotion, advertisement, processing, packaging, branding, etc.
  7. International Competence Centre for Organic Agriculture (ICCOA), Bangalore, Karnataka as Service Provider of ICS management, documentation, training of farmers etc. for phase 3.

Accountancy & MIS
Public Financial Management System (PFMS) is used for receiving and transferring funds between Agencies and all kinds of vendors thereby providing transparency in accounting and introducing Direct Benefit Transfer (DBT).


All the farmer details are registered and monitored from different websites such as apeda.gov.in/tracenet for certification process, jaivikkheti.in for buyer and seller market, and most importantly in movcd portal i.e movcd.dac.gov.in to keep track of the progress of MOVCD-NER as a whole.


Farmers Business Network of Mizoram (FBNM): FBNM has been formed to facilitate trading of organic produce under MOM and to act as aggregator. Care has been taken to build trust in developing business and trade between the farmers, FPOs and buyers from all over India and even abroad. It has been identified that buyers from outside Mizoram would need someone to ensure quality and quantity of their traded goods and products.
